    British holidaymakers have lost faith in the value of duty-free shopping, with just one in 20 travellers believing that airport stores offer the best deals, new research has shown. Once regarded as one of the redeeming features of a delayed flight, duty-free shopping has experienced a fall from grace in recent years, with more and more consumers questioning whether they are actually saving money on purchases of goods such as perfume, cigarettes and alcohol. According to a survey of 2,000 people by eDreams, only 6 per cent believe duty free offers the best price, while 52 per cent know they can find a better price online or on the high street.

    The flight comparison website conducted a price check and found a number of items at lower prices in supermarkets. For example, a bottle of Aberlour 12 single malt whisky was £42.69 in duty free, but £36 in Asda, while a Diesel Overflow watch was £182.50 in duty free but £125 at Watch Town. A 125ml bottle of Davidoff Cool Water was found to be £29.95 in duty free but £22 at Wilko. Research conducted last month by price comparison site PriceSpy found that only 10 per cent of products in airport shopping were cheaper than online, with electronics on average £100 cheaper elsewhere than at shops in five UK airports. In 2016, however, Telegraph Travel conducted its own research and found that prices at duty free were indeed cheaper than the high street. What is duty free and how do they set the prices? Duty free is shopping at airports exempt from duty or VAT, currently set at 20 per cent.

    The saving is only available to passengers flying outside the EU. It was previously available to anyone travelling within the European Union, but that was scrapped in 1999.

    Nick Trend, Telegraph Travel chief consumer editor, said: “The point about duty free, which people tend to forget, is that the retailer is not obliged to pass on the savings to the customer. Normally it pitches prices just below high street levels and, because no taxes and duty are payable, it enjoys a much higher profit margin.

    'Essentially it is airport shops who benefit from duty-free status far more than their customers. As a result, it is perfectly possible to find special offers on the high street which are cheaper than airport 'duty-free' shops. It's time for more transparency so that consumers can see what is really happening to prices at the airport.' World Duty Free, which runs duty-free shops at airports around the world, says on its website that it offers the “minimum saving of VAT equivalent discount vs the average UK high street price or RRP on our products”.

    After the summer revolt of 2015, when it was revealed that retailers had been claiming millions in VAT refunds from those travelling outside the EU, without passing on the savings, airport stores have promised to be more transparent about how the VAT exemptions and savings are handled. Last summer, Boots, which has 29 branches at UK airports, followed in the footsteps of WHSmith, by announcing it would be giving back refunds to its customers. In 2016 dozens of major retailers signed up to a code of practice from the UK Travel Retail Forum (UKTRF) and Airport Operators Association (AOA), which ensured that they told customers how they are using the VAT deductible from purchases – in the form of in-shop signage and notices on retailer websites.

    How will Brexit affect duty free? Leaving the EU could mean the return of duty-free shopping for travel any time you leave the UK. In 1999 the UK lost the right to buy duty free items within the EU, but as VAT and duty became included in the price of the goods, gained the right to bring back as much as possible without paying extra. It’s possible that if duty-free was reintroduced then travellers could be given a meagre duty-free allowance, in line with non-EU member states. Anything over the allowance must be declared and customs duty paid. Such limits would likely hit the famous Calais “booze cruise”, imposing a cap on alcohol imports of potentially just 16 litres of beer, four of wine and one of spirits.

    The UK, however, could set its own duty free allowance, as Norway and Switzerland have. Whatever changes take place, they could take up to two years to come into force.
